LOS ANGELES (AP) ? Authorities and celebrities were grappling Monday with how to respond to a website that posted what appears to be private financial information about top government officials and stars such as Jay-Z and Mel Gibson.

Los Angeles police said they were investigating how the Social Security number, address and a credit report of the police chief ended up on the site. The site also posted the same information about FBI Director Robert Mueller; the bureau said it was aware of the site but declined to say whether it was investigating.

The site also targeted stars such as Beyonce, Ashton Kutcher, Kim Kardashian and Paris Hilton. Info posted about Vice President Joe Biden and former Secretary of State Hillary Clinton did not include credit reports but included addresses and other sensitive information.

Social Security numbers posted on Gibson, Jay-Z and others matched records in public databases.

The site, which bears an Internet suffix originally assigned to the Soviet Union, expanded throughout the day Monday to add entries on Britney Spears, former vice presidential candidate Sarah Palin and others.

It did not state how the information was obtained or why the 11 people targeted on the site were selected, describing the records only as "secret files." A Twitter profile linked to the site and created after its existence was first reported by celebrity website TMZ included an anti-police message in Russian.

Several of the purported credit reports appear to have been generated last week.

Representatives for each person targeted either declined to comment on the accuracy of the information that was posted, or they did not return messages seeking comment.

Los Angeles police Cmdr. Andrew Smith said the LAPD was investigating the posting of Police Chief Charlie Beck's information and would also investigate the posting of info on any celebrities who live in the city and request an inquiry.

He said confidential information on top police officials has been posted online at least twice before.

"People get mad at us, go on the Internet and try to find information about us, and post it all on one site," Smith said.

"The best word I can use to describe it is creepy," he said about the practice known as doxxing. "It's a creepy thing to do."

Frank Preciado, assistant officer in charge at the LAPD online section, said the postings are also illegal. He said the information was likely taken from what is supposed to be a secure database of city employees.

Several of the pages featured unflattering pictures of the celebrities or government officials whose information was posted.

The site's page on Beck includes a taunting reference to former officer Christopher Dorner, who apparently committed suicide after he killed four people during a multi-day rampage. Beck's page included the message "(hash)YouCantCornerTheDorner" and an image of a woman protesting police corruption.

While government officials often have to disclose details on their finances ? and celebrity divorces sometimes feature public financial data ? the information posted online exceeds those disclosures.

Social Security numbers are rarely included in public records anymore because they can be used for identity theft.

Family of Delhi gang rape suspect doubts jail suicide story

NEW DELHI (AP) ? A man on trial for the gang rape and fatal beating of a 23-year-old student aboard a New Delhi bus committed suicide in an Indian jail Monday, police said, but his lawyer and family allege he was killed.

Ram Singh, who was accused of driving the bus during the December attack, was under suicide watch in a cell with three other inmates at New Delhi's Tihar Jail when he hanged himself with his own clothes about 5:30 a.m., police officials said. His death in custody raised further questions about a criminal justice system already under attack for failing to protect the nation's women.

"It's a grave incident," Home Minister Sushilkumar Shinde said. "It's a major lapse."

The government had ordered a magistrate's inquiry and would take action after it received the report, he said.

Singh, 33, had been among five defendants facing the death penalty if convicted of the rape attack, which horrified Indians and set off national protests. A sixth accused is being tried and jailed separately because he is a juvenile.

Ram Singh's family and lawyer alleged foul play in his death.

"There were no circumstances which could have led to Ram Singh committing suicide. There was no mental stress. He was very happy," his lawyer V.K. Anand said. Lawyers for the defendants had previously accused police of beating confessions out of the men.

Indian jails have a reputation for overcrowding, poor management and brutal treatment of inmates.

Ram Singh's father, Mangelal Singh, said his son had been raped in prison by other inmates and had been repeatedly threatened by inmates and guards. Nevertheless, he said he visited his son four days ago and the man appeared fine and gave no hint of any despair that could drive him to take his own life.

Ram Singh also had a badly injured hand and would have been unable to hang himself, his father said, speaking from outside his small home in a New Delhi slum.

"Somebody has killed him," he said, saying he would push for a top-level investigation into the death.

Mangelal Singh said he feared for the safety of another son who is also on trial in the rape case.

The defendants were being housed in separate buildings on the jail grounds and were all under suicide watch, a jail official said on condition of anonymity because he was not authorized to speak publicly on the matter.

During a news conference, Shinde declined to say how Ram Singh could have managed to kill himself without alerting the other three inmates in his small cell or the guards who were supposed to be monitoring him under a suicide watch.

Vimla Mehra, the director general of the jail, declined to release details of the incident.

"The inquiry is being conducted and it would be premature to make any statement about the details of the incident," she said.

The rape victim and a male friend were attacked after boarding the bus Dec. 16 as they tried to return home after watching a movie, police say. The six men, the only occupants of the private bus, beat the man with a metal bar, raped the woman and used the bar to inflict massive internal injuries to her, police say. The victims were dumped naked on the roadside, and the woman died from her injuries two weeks later in a Singapore hospital.

The attack set off nationwide protests about India's treatment of women and spurred the government to hurry through a package of laws to protect them.

Singh's death comes as the trial was deep underway, with another hearing scheduled for Monday. The four surviving defendants were produced in court, but left after a short time because of an attorney's strike.

Vivek Sharma, a lawyer representing another defendant, said he planned to ask the court to provide greater protection for his client.

"In a high-security jail, an occurrence of this kind is highly condemnable. It raises the serious issue of security of the accused persons in the jail," he said.

"My clients don't feel safe in Tihar jail," said another defense lawyer, A.P. Singh.

K.T.S. Tulsi, a former top lawyer in the office of the solicitor general of India, said the suicide should have no impact on the trial, which is being held in a closed courtroom under a gag order that prevents news organizations from publishing details of the proceedings.

He said the death highlighted how important it is for society not to demonize people who have been accused but not convicted of crimes.

"It is so unfortunate that the media goes on to presume that they are guilty and goes on to condemn them and demonize them to an extent that it makes the life of these people not worth living," he said.

In 2011, 68 inmates in India killed themselves and another eight were killed by fellow inmates, according to India's National Crime Records Bureau.

Tihar Jail is badly overcrowded with nearly twice as many prisoners as it was designed to hold. Jail authorities have been working to soften its reputation in part by selling TJ's cookies baked by the inmates to the public.

Hagel Orders Review of Rules in Military Sex Assault Convictions

Defense Secretary Chuck Hagel says he is ordering a review of the rules that allow a military commander to overrule court martial convictions by military juries. Hagel wrote a letter to Sen. Barbara Boxer, D-Calif., which is posted on her website.

The move was prompted by the outrage on Capitol Hill after an Air Force general decided to throw out an F-16 fighter pilot's jury conviction for aggravated sexual assault. Lt. Col. James Wilkerson was convicted of the assault, which took place at his home base in Aviano, Italy where he was the base's Inspector General. Lt. Gen. Craig Franklin threw out the conviction, reinstated him in the Air Force and cleared his record.

Franklin made the change against the recommendation of his staff lawyer and instead agreed with Wilkerson's attorney that prosecutors had not proved that he was guilty beyond a reasonable doubt.

Wilkerson was able to do this because he was designated the "convening authority" for the case. Under the Uniform Code of Military Justice (UCMJ), convictions go to the case's convening authority, a commander, for final action. This happens in every military trial.

"I believe this case does raise a significant question whether it is necessary or appropriate to place the convening authority in the position of having the responsibility to review the findings and sentence of a court-martial," wrote Hagel, "particularly prior to the robust appellate process made available by the UCMJ."

Hagel can't review the actions of the Wilkerson case or overturn the case, but he's ordering a review of the case to see whether it "points to changes that should be considered in the UCMJ, or in the military services' implementation of the UCMJ and, if so, what changes should be made."

The Wilkerson case has gained traction over the past week on Capitol Hill as Democratic Senators Boxer, Claire McCaskill and Debbie Stabenow have all expressed outrage over the general's actions. They demanded that the military change the UCMJ provisions to remove the leeway commanders have in sexual assault cases. McCaskill has a meeting set up with the Air Force's top general, Chief of Staff Gen. Mark Welsh.

On Tuesday Rep. Jackie Speier, D-Calif, is expected to introduce legislation in the House that, if enacted, would remove the ability of military commanders to unilaterally overturn or lessen the decisions of judges or juries at courts martial under their review. But at meeting of the Senate Armed Services Committee last week, the commander of the U.S. Central Command said that while he wasn't aware of the Wilkerson case, he stood by the military legal system in its current form.

Marine Gen. James Mattis said the powers bestowed upon convening authorities were intended to serve as a defendant's right and check to the jury system.

"No court system is more subject to being characterized as a kangaroo court than one where military officers who are in command also initiate it," Mattis said, adding he believed the U.S. Military Justice code "overwhelmingly" served justice.

"I say that because as a commander, I was not just responsible for prosecution; I was also responsible for defense," he said. "And commanders must balance both of those if we're to have a fair system."

On Wednesday the case is expected to be discussed at the first Senate hearing in a decade dedicated to the issue of sexual assault in the military.
