Which brings us pretty much up-to-date, except for one little-known fact: that Da Mare's people had a virtually identical proposal for a small, well-reasoned pilot program in their hands five years ago (Full disclosure; I am acquainted with some of the people who contributed to the proposal. They are, to put it mildly, a trifle cranky.) It was designed to do almost exactly what this latest plan is supposed to do: technologically uplift a specific, geographic region, then carefully test and measure the efficacy of providing near-universal high-speed internet access to that area.

It was summarily rejected not because of the price tag, but because it wasn't splashy and spectacular enough. Because it was wouldn't guarantee complete, wall-to-wall coverage of the entire city in one year and at virtually no cost.

In other words, because it didn't promise a big, steaming heap of technological magic and economic voodoo with political miracles sprinkled on top.

And because, as is all too often the case, Da Mare's people were far more interested in headline-generating gimmicks than in real solutions, in the end they went with the nice man who promised them they could have the city "fully interconnected sometime next year?, while the other other plan was sent off to rot on some forgotten library shelf.

Another of the great mysteries about this strange tale is the behavior of Da Mare's people at this critical juncture: that rather than being righteously indignant at being led down the primrose path by someone whose resume would indicate that they damn well should have known better, they instead very generously decided to let that nice man keep his new job and politely ignore the fact that the very lavish promise he made in order to secure that job was yet another cocktail of boondoggle, double-talk, and political moonshine.

Weird, isn't it?

Of course, all Chicagoans of good will should wish City Hall godspeed and good luck with this latest iteration of the Neverending Project, because:

  1. This is simply too important to fuck up again, and
  2. They are the only game in town.
However if past performance is any indicator of future outcomes, anyone who has watched the last 10 years of promises, excuses, failure, rinse and repeat should now be permanently locked into "Trust, But Verify" mode.

Because the one, clear lesson lesson which can be drawn from the last 10 years is, sadly, pretty simple: If you want to get ahead in City Gummint, when Hizzoner has one of his Special Mayor Moments and suddenly announces that the City's grave financial and structural problems can be fixed by, say, selling all of its parking meters to corporate grifters...

...or blowing hundreds of millions of dollars to sponsor a three-week sports extravaganza seven years from now...

...or, WTF, maybe inducing city pigeons into pooping out 100,000 tiny ingots of gold...

...rather than being one of those annoying, dour, ?reality based? buzz-killers and pointing out that his visionary pigeon plan might not be 100% biologically viable, instead reach deeeep into the biggest sack of horseshit you can find and say, with absolute sincerity;

?You know, Mr. Mayor, I sincerely believe wit all my heart dat doze pigeons could shit 200,000 ingots of gold ? and piss liquid platinum ? if only da right person were to be, y'know, put in charge of managing your brilliant vision.

Let?s say you are multi-millionaire who employs 10,000 people who depend on your existence to put food on the table. If you go down, so does the company. Protecting your financial assets might be more important than protecting you and your passengers sad to say! If you nod off and accidentally kill several pedestrians on the sidewalk, you can be sure you will be in a legal battle for multi-millions of dollars. You will be all over the news and you won?t be able to focus on running your company.

If you did the same thing and were poor, the victims or family of the deceased can?t squeeze blood from stone. As a result, you care less about protecting your own financial resources since you have little, and care more about protecting the passengers in your car. Of course, if you are the multi-millionaire, then you can afford to care for everything and get the most protection possible.

Bodily Injury Liability:?If you hurt someone in an auto accident, the insurance company will pay a certain amount.? In my case, I elected for $300,000/$500,000 per person/per accident.

Property Damage Liability:?If you damage someone else?s property in an auto accident, the insurance co will pay a certain amount. My insurance company pays $100,000 per accident to property.

2) Insurance To Protect You And Your Passengers

You can be the most careful driver in the world, but that is only half of the equation. If someone else is careless, they can easily crash into you and cause damage. Even though auto insurance is mandatory for all drivers, many drivers still do not have auto insurance! As a result, your insurance needs to protect you from others.

Uninsured Motorists Bodily Injury:?If an uninsured or underinsured driver injures you or your passengers. I elected $300,000/$500,000 per person/per accident.

Medical Payments:?Covers you or your passengers. If someone runs into you, or you run into someone else and have an injured passenger, you want to be able to provide financial coverage for any medical expenses they may incur. Hopefully, your passengers will not sue you if you don?t have such coverage, but it?s better to be safe than sorry. I have $100,000 per person.

Extended Benefits:?Wage earner disability benefits, essential services disability benefits, death benefits. If an auto accident causes so much physical or mental pain that you cannot return to work, your extended benefits beyond your company?s short term disability benefits will kick in if you do not have long term disability insurance. I pay $5.10 for minor distribution of all three. I have my life insurance and disability insurance from work to cover 100%.

3) Insurance To Protect Your Vehicle

One of the most wonderful things about driving a 12 year old vehicle is that it doesn?t cost much to replace. Moose, my SUV is probably worth no more than $3,500 anymore. If I was to get in a car accident, the cost to fix whatever part of Moose will probably cost at least $1,000. At this point, it?s better to just donate him to charity and consider buying another vehicle. As a result, I do not have comprehensive insurance.

Comprehensive: Covers damage caused by something other than another vehicle such as hail, theft, and collision with Bobo the bear. If you have a shiny new $50,000 BMW, you should get comprehensive insurance because you?ll want to fix it in an accident and you won?t want to pay thousands of dollars to do so. The more expensive your car and the more dependent on your car, the more you should consider getting comprehensive insurance.

Collision:?Covers damage to your vehicle caused by impact with an object other than an animal. Gray area here, given this is what comprehensive is for. I declined coverage.

Uninsured Motorists Property Damage:?If an uninsured driver damages your vehicle. If an uninsured motorist damages Moose, I will just ask him to pay for everything, otherwise, I will introduce him to my cousin Viktor, who will break his legs for non-payment.

Towing & Labor:?Provides emergency roadside assistance such as towing, flat tire, jump start, and delivery of gas. This service is a life saver! I?ve run out of gas, had an older car not start before for some reason, blew out my tire, left my lights on, and each time needed roadside assistance. Takes no more than 45 minutes to get everything fixed. I recommend everybody get towing & labor. I pay only $5.88 and I can?t believe it?s not at least $100 every 6 months.

AUTO INSURANCE RECOMMENDATIONS BY FINANCIAL SITUATION

Given everybody should have auto insurance, it is now up to you to taylor your auto insurance coverage to your needs. Here are four common scenarios and what type of insurance I recommend for each.

1997 BMW M3

My BMW M3 that caused my insurance to rocket

* You drive a fancy car which you probably can?t afford. Let?s say you are 28 years old, no family, and drive a new 2013 BMW 335i that costs $57,000. The problem is you only make $60,000 a year and therefore can?t really afford the car if you follow my 1/10th rule of car buying (pay no more than 1/10th your gross annual income for a car). Since you can?t afford the car and only perhaps the payments, you probably can?t afford any major repairs. My recommendation is to bite the bullet and get comprehensive auto insurance, collision, towing & labor, and uninsured motorist and property damage insurance. Since your car is literally making you poorer every month, you don?t need to get as much property and bodily injury liability insurance ironically. Your car is already a massive financial liability. You don?t want to make it an even greater liability without comprehensive coverage.

Estimated cost: $200-$300 a month depending on driving record and liability amounts.

* You drive a nice car and are rich. Let?s say you drive a 2013 Honda Accord that costs $38,000. You also make about $400,000 a year, have $3 million in assets, a wife, two daughters in high school, and paid cash for your Accord. You care most about insuring your passengers and your financial assets in case you are deemed negligent. The last thing you want is someone to sue you for $3 million dollars and put your family at risk. College is expensive! Hence, I would consider as much bodily injury and property liability insurance as possible. You should probably get comprehensive insurance with a higher deductible of around $1,000 given you have the assets. With a higher deductible, your monthly premiums are less. It is worth it to also get roadside assistance, collision, property damage, and uninsured motorist insurance. You should also consider an umbrella policy to cover you beyond your auto insurance.

Estimated cost: $50-$150 a month depending on driving record and liability amounts.

* You drive a beater, but can afford more. This is my situation where I drive a $3,500 dollar 12 year old SUV, but can afford something newer. I don?t own a nicer vehicle because I don?t sell my children and I?m pretty frugal, especially now that I?m retired. I do not have comprehensive insurance because if I bash Moose by mistake, I?ll just buy another car. If someone else bashes Moose, I?ll be mad, but at least his/her insurance will pay to replace Moose. My main concern is about getting sued if I?m at fault given I?ve got a good accumulation of assets in CDs, savings, private investments, stocks, bonds, and real estate. Hence,?I elected for $300,000/$500,000 per person/per accident for bodily insurance liability. I?m assuming $300,000 per person is enough and hope it never comes to it. I have a multi-million dollar umbrella policy.

Estimated cost: I pay about $45 a month.

* You drive a beater and are poor. Let?s say you have a non working spouse, no children, and drive a 1993 Honda Civic worth $1,000 and make $28,000 a year and have a total of $500 in net worth. I recommend you just get liability insurance with the lowest monthly premiums, and lowest liability payouts possible. The most anybody will be able to get from you is $500, which is not worth the hassle for most people. Spending $10 more a month in auto insurance is painful, hence your goal is to keep costs low, be a safe driver, and don?t get into any accidents. Remember, if someone else is found liable in your car accident, it is up to them to pay you, not the other way around.

Estimated cost: $30-$50 a month depending on driving record and liability amounts.

The right amount of insurance is different for everybody. Make sure you understand the various different options you have and weight the cost of coverage with the cost of your monthly premiums.

Providing non-caloric beverages to teens can help them avoid excessive weight gain, study shows

ScienceDaily (Sep. 21, 2012) ? A new study published today in the New England Journal of Medicine shows that adolescents who eliminated sugar-sweetened beverages for one year gained less weight than those who didn't, shedding light on an effective intervention to help combat adolescent obesity.

This is one of the first high-quality randomized control trials to examine the link between the consumption of sugar-sweetened beverages and their direct impact on weight and body mass index (BMI), as well as how a teen's home environment impacts sugar-sweetened beverage consumption in general.

The study, led by Cara Ebbeling, PhD (associate director) and David Ludwig, MD, PhD (director), both from the New Balance Foundation Obesity Prevention Center Boston Children's Hospital, found that adolescents who received deliveries of non-caloric beverages for one year gained an average of 4 fewer pounds than their peers who continued to drink sugar-sweetened beverages. Within the two-year study, the one-year intervention also included motivational calls with parents, check-in visits with participants and written intervention messages to stop drinking sugar-sweetened beverages.

The 224 study participants were overweight or obese 9th or 10th graders who regularly drank sugary beverages. The study intervention was designed to reduce consumption of these beverages. Researchers used a novel method of intervention: delivering non-caloric beverages to participants' homes for participants and their families.

During the year-long intervention, the experimental group of adolescents -- who virtually eliminated consumption of sugary beverages -- gained 4 fewer pounds and had essentially no BMI increase compared to the control group, which continued to drink sugar-sweetened beverages regularly (although at reduced levels possibly due to local public health efforts). In addition, Hispanic adolescents showed the greatest benefit -- gaining 14 fewer pounds than the control group. "No other single food product has been shown to change body weight by this amount over a year simply through its reduction," says Ludwig.

The two-year study consisted of one year of intervention and one year of follow up. While the one-year mark showed a significant difference in weight between the intervention group and the control group, the groups did not differ after the second year -- which did not include an intervention. These findings suggest that teens are more likely to make healthier choices (drinking non-caloric beverages) when they are more easily available to them.

This study underscores the need for healthy choices to be more easily available to adolescents, as well as the need for more research into effective interventions among minority populations with particularly high obesity rates. "Our findings suggest that both access to non-caloric beverages and clear messages for consumers may be at the heart of behavior change. Adolescents can make healthful dietary changes with adequate support and understandable messages," says Ebbeling.

The study is part of a series in the New England Journal of Medicine that looks at the association between sugar-sweetened beverages and obesity.

The Center recently published another study in the Journal of the American Medical Association by the New Balance Foundation Obesity Prevention Center Boston Children's Hospital suggesting that conventional low-fat diets may not be the best for weight-loss maintenance, and that reducing intake of refined carbohydrates (so called, low-glycemic diets) provide metabolic benefits and reduced risk of heart disease.

Research was funded by grants from the National Institute of Diabetes and Digestive and Kidney Diseases (R01DK073025; K24DK082730); the National Center for Research Resources to the Boston Children's Hospital General Clinical Research Center (M01RR02172), the Harvard Catalyst Clinical and Translational Science Center (UL1RR025758), and the New Balance Foundation.

Japan carmakers face $250 million in lost China output, new risk

TOKYO (Reuters) - Japanese automakers, led by Nissan Motor Co , have lost an estimated $250 million in output because of anti-Japan protests in China this week and now face the risk that sales will sputter in the world's largest car market.

Chinese protesters took to the streets this week in response to an escalating dispute with Japan over ownership of a group of isles in the East China Sea, prompting Japanese automakers including Toyota Motor Corp , Honda Motor Co and Nissan to temporarily halt operations at plants in China.

Lost production volume from those suspensions amounted to around 14,000 vehicles as of Thursday, according to an estimate by IHS Automotive. That would mean immediate lost revenue of about $250 million, based on an average vehicle sticker price of about $18,000 for the Japanese brands.

That toll could rise. Toyota said some of its China plants are still suspended, without specifying. Honda also has two factories halted, while Nissan has resumed operations.

Nissan has been the most successful Japanese automaker in China, and is most exposed now. Its projected sales in China account for 27 percent of its global sales volume, compared with 18 percent for Honda and 11 percent for Toyota.

Industry executives and analysts said automakers would be able to make up for lost output by running more overtime.

"What is more important is how consumers will react from now on," said Koichi Sugimoto, a senior analyst at BHP Paribas. "It wouldn't be strange if some people start thinking that it's better to buy South Korean cars then Japanese ones so that their cars won't be destroyed by demonstrators."

Moody's credit rating agency said it was hard to predict how "rising anti-Japanese sentiment" would affect business.

"The possible implications - in an extreme and unanticipated scenario - could include the loss of access to a significant and growing market ... or a reduction in the ability of Japanese manufacturers to locate facilities in China."

"CAR IS JAPANESE, MIND IS CHINESE"

With immediately recognizable logos, Japanese cars became a target of havoc for anti-Japan protesters in China. Protesters burned a Toyota dealership in Qingdao and several more dealerships suffered damage, a company spokesman said.

A Honda dealership in Beijing sent out text messages warning customers to be careful. Photos circulated online of Japanese cars carrying banners such as "Car is Japanese, Mind is Chinese" and "From now on, I will boycott Japanese goods".

Some Japanese companies are coming up with contingency plans in case tension escalates. Brake supplier Akebono Brake Industry is preparing contingency plans in case it faces problems in importing materials needed to supply automakers in China, the company's CEO told Reuters on Thursday.

Japanese firms lag rivals General Motors Co and Volkswagen in China but remain keen on expansion.

Toyota aims to double sales in China to 1.8 million cars by 2015. Akio Toyoda, the president of Toyota, said Chinese consumers would recognize the contributions of Japanese automakers and their Chinese partners to the Chinese economy.

"I hope the problem will be resolved soon so that Japanese cars will be back on shopping lists," he told reporters.

For its part, Nissan plans to boost sales in China to 2.3 million vehicles in 2015 and has launched the made-in-China brand name Venucia together with its joint venture partner Dongfeng Motor Group Co .

Reflecting market worries about the fallout, Nissan's Credit Default Swaps have been rising all week and hit a six-week high on Thursday.

Sales in China's auto market grew sharply in 2009 and 2010, but growth fell to 5.2 percent in 2011. Sales are up 4 percent in 2012 so far.

The Toyota Camry, Nissan Teana and Honda Accord represent three of the top five selling mid-size cars in China.

While the current tension may create an opening for brands like Hyundai , auto market share is unlikely to shift much as long as Beijing moves to contain the protests, said Michael Dunne, a Hong Kong-based auto consultant.

"It's a secret to no one that there is a certain animosity that Chinese people feel to Japan for historical reasons. At the same time, it has not stopped them from buying millions of Japanese cars," he said. "As much as they love their flag, they love their money more."

In term of ISO9001 implementation for this regional office, can they exclude the product realization part, as they do not produce (their subcontractors produce for them) ?

Can you be more specific about which clause/s you want to exclude?

When you talk about excluding the 'product realization part' are you saying you want to exclude ALL of section 7? Because you absolutely cannot. It matters not whether you yourself produce the stuff, or have others do it for you, you still have to make sure that requirements are met for your customer. Read Notes 2 and 3 under section 4.1 again. You are choosing to outsource manufacturing - fine. But it doesn't release you from responsibility.

You have to do planning (7.1).
You need processes relating to customers (7.2) etc etc

Yes, you may be able to exclude a clause or two in there (eg, 7.6 perhaps) but not the whole section.

And you had better pay very serious attention to clause 7.4!

One very basic tenet that you must pay attention to is that you cannot exclude something that you outsource.

Section 7 encompasses such a wide variety of activities that by default, could not possibly be excluded in its entirety, mainly due to the outsourcing requirement in paragraph 4.1. I have never heard of a organization claiming exemption from "section 7" as a singular premise, because even if you don't perform any manufacturing, the fact that you "outsource" automatically invokes some part of product realization by virtue of your involvement and responsibility in ensuring that product is produced according to your stakeholders' best interests.

The extent as to which parts of section 7 are summoned are due to your specific situation. What JaneB posted sounds about right, plus I would consider what Big Jim said about the futility of excluding any activities that are outsourced. Fundamentally, anywhere in the standard where the words "establish", implement" and "ensure" exist can be tied to the outsourcing requirement in 4.1. Pay close attention to the first sentence in note 3 - I have always thought that this should have been placed in the requirements section, on account of the way it is worded, because it can be easily construed as a declarative statement.

certification of ISO9001, the standard focus on what have you done about the doucments and process of effectiveness and compliance rather than require how many people you have and what product is produced or the nature of you company,

'Tis the season for northern lights

Summer isn't even over in the Northern Hemisphere, but the season of the northern lights is clearly getting an early start.

Saturday's autumnal equinox marks the traditional start of the aurora season in Arctic regions, and with solar activity building up to the top end of its 11-year cycle, we can expect more than the usual allotment of glow-in-the-dark skies. For some reason, this last week of summer has been particularly active on the sun.


"Another day, another coronal hole high-speed stream," the National Oceanic and Atmospheric Administration's Space Weather Prediction Center reports today on its Facebook page. That means there's a higher chance of interaction between the electrically charged particles of the solar wind and our planet's magnetic field. SpaceWeather.com's Tony Phillips quotes NOAA forecasters as saying that there's a 25 to 30 percent chance of strong polar geomagnetic storms over the next three nights.

If the geomagnetic buffeting gets too strong, that's potentially bad news for electric-grid managers and satellite operators. But a mild elevation in solar activity is a boon for aurora-watchers, and it looks as if we're experiencing the bright side of a solar upswing right now.

Chad Blakley, a photographer and tour guide for Lights Over Lapland at Sweden's Abisko National Park, says the sights have been impressive ? and he has the pictures to prove it.?

"Aurora season has been in high gear for nearly a?month?in Abisko, and it looks as though this year could be something very, very special," he told me in an email. "We are entering the peak of the solar maximum, and if history is any indicator we should see a marked increase in aurora activity. As you can imagine, I am one very happy man."

Ed Stockard sent in a similarly glowing report from Summit Station, a research facility that's 10,530 feet above sea level on the Greenland ice sheet. "The auroras came on fast and furious, moving and dancing across the entire sky," he told SpaceWeather.com. "Aurora season has definitely begun on top of the ice sheet. Bring on the lights!"

Stockard has already been posting some fantastic pictures to his Flickr gallery. In a follow-up email, Stockard told me more about the Summit Station operation, which is sponsored by the National Science Foundation:

"There are five of us here for what we call the first phase of winter. This lasts between mid-August and early November. At that time, another crew of five takes over until sometime in February. A third phase completes our winter phase until mid-April, when an inflated summer crew comes in. The summer season is busy at Summit with researchers mainly from the U.S. but also around the world, doing their NSF-funded research. Most science involves atmospheric research and is tied to the deep ice core drilled here in the 1990s. ..."?

Romney Tries to Change the Subject

SALT LAKE CITY - Seeking to shift the attention away from a leaked video from a private fundraiser in which he said he doesn't have to worry about 47 percent of non-income tax paying Americans, Mitt Romney today sought to draw attention to a 1998 audio clip in which President Obama said he supports redistribution of wealth from "some" to "the others."

"The president's view is one of larger government, there's a tape that came out today where the president's saying he likes redistribution," said Romney during an interview with Fox News' Neil Cavuto, the candidate's first interview since the leaked videos showed Romney referring to 47 percent of the American people who feel "entitled" and who are "dependent" on government.

"I disagree," said Romney on the issue of redistribution. "I think a society based upon a government centered nation where government plays a larger and larger role, redistributes money, that's the wrong course for America."

Romney was referring to an audio clip of then-Sen. Barack Obama's speech at a conference at Loyola University in 1998. Obama said at the time that he thinks he does "believe in redistribution."

"I think the trick is figuring out how do we structure government systems that pool resources and hence facilitate some redistribution, because I actually believe in redistribution, at least at a certain level, to make sure everybody's got a shot," Obama said at the time.

The audio file was posted on the conservative website The Drudge Report, which is run by Matt Drudge, a close friend of Romney campaign manager Matt Rhoades, under the headline "Revealed."

Romney used the audio to try and paint Obama as someone who supports the government taking "from some" to "give to the others," dubbing it an "entirely foreign concept."

Asked by Fox News' Cavuto if he was concerned he may have lost the electorate with his remarks at the fundraiser, Romney defended his argument.

"I recognize that those people who are not paying income tax are saying, gosh, this provision that Mitt keeps talking about, lowering income taxes, that's not going to be real attractive to them and those that are dependent upon government and those that think that government's job is to redistribute, I'm not going to get them," said Romney.

"I know there's a divide in the country about that view. I know that some believe that government should take from some and give to the others. I think the president makes it clear in the tape that was released today that that's what he believes," Romney added.

Obama campaign spokesman Ben LaBolt fired back.

"The Romney campaign is so desperate to change the subject that they've gone back to the failed playbook co-authored by Sarah Palin and Joe the Plumber. Fourteen years ago, then-Senator Obama was making an argument for a more efficient, more effective government - specifically citing city government agencies that he didn't think were working effectively," LaBolt said. "He believed then, and believes now, that there are steps we can take to promote opportunity and ensure that all Americans have a fair shot if they work hard. Unlike Governor Romney, he doesn't believe that if you're a student who applies for a loan you're looking for a handout."

CLEVELAND (AP) ? Sixteen Amish men and women were convicted Thursday of hate crimes for a series of hair- and beard- cutting attacks on fellow sect members in a religious dispute that offered a rare and sometimes lurid glimpse into the closed and usually self-regulating community of believers.

A federal jury found 66-year-old Samuel Mullet, the leader of the breakaway group, guilty of orchestrating the cuttings last fall in an attempt to shame mainstream members of his community who he believed were straying from their beliefs. His followers were found guilty of carrying out the attacks, which terrorized the normally peaceful religious settlement that aims to live simply and piously.

Prosecutors and witnesses described how sons pulled their father out of bed and chopped off his beard in the moonlight and how women surrounded their mother-in-law and cut off two feet of her hair, taking it down to the scalp in some places.

The defendants face prison terms of 10 years or more. Prosecutors say they targeted hair because it carries spiritual significance in their faith.

All the defendants are members of Mullet's settlement that he founded in eastern Ohio near the West Virginia panhandle. The Amish eschew many conveniences of modern life, including electrical appliances and automobiles, and embrace their centuries-old roots.

Federal officials said the verdicts would send a message about religious intolerance.

"The victims in this case are members of a peaceful and traditional religion who simply wanted to be left to practice their religion in peace," U.S. Attorney Steven Dettelbach said. "Unfortunately, the defendants denied them this basic right and they did so in the most violent way."

Members of the Amish community who sat through the trial hurried into a hired van without commenting, some covering their faces.

Defense attorneys said the defendants were bewildered by the verdicts and said likely appeals would be based on a challenge to the hate crimes law.

"They really don't understand the court system the way the rest of us have, being educated and reading newspapers," said Joseph Dubyak, whose client, Linda Schrock, has 10 children with her husband, who was also convicted.

Rhonda Kotnik, representing Kathryn Miller, said the verdicts would destroy Mullet's community of about 25 families. The defendants, including six couples, have a total of about 50 children, she said.

"The community is going to be ripped apart. I don't know what's going to happen to all their children," she said.

The suspects had argued that the Amish are bound by different rules guided by their religion and that the government had no place getting involved in what amounted to a family or church dispute.

Mullet wasn't accused of cutting anyone's hair. But prosecutors said he planned and encouraged his sons and the others, mocked the victims in jailhouse phone calls and was given a paper bag stuffed with the hair of one victim.

One bishop told jurors his chest-length beard was chopped to within 1? inches of his chin when four or five men dragged him out of his farmhouse in a late-night home invasion.

Prosecutors told jurors that Mullet thought he was above the law and free to discipline those who went against him based on his religious beliefs. Before his arrest last November, he defended what he believes is his right to punish people who break church laws.

"You have your laws on the road and the town ? if somebody doesn't obey them, you punish them. But I'm not allowed to punish the church people?" Mullet told The Associated Press last October.

The hair cuttings, he said, were a response to continuous criticism he'd received from other Amish religious leaders about him being too strict, including shunning people in his own group.

Defense attorneys acknowledged that the hair cuttings took place and that crimes were committed but contend that prosecutors were overreaching by calling them hate crimes.

Witnesses testified that Mullet had complete control over the settlement that he founded two decades ago and described how his religious teachings and methods of punishments deviated from Amish traditions.

One woman testified that Mullet coerced women at his settlement into having sex with him, and others said he encouraged men to sleep in chicken coops as punishment.

Mullet's attorney, Ed Bryan, maintained that the government had not shown that Mullet was at the center of the attacks. The defendants who cut the hair and beards acted on their own and were inspired by one another, not their bishop, Bryan said.

In one of the attacks, an Amish woman testified that her own sons and a daughter who lived in Mullet's community cut her hair and her husband's beard in a surprise assault.
